How would you recommend schools to teach students learning strategies when general study skills sessions are discouraging, and given that most teachers do not have formal training in learning strategies (which is the case in Norway)?

Yes, it is hard. In another project we have 13,000 hours of teacher transcripts. We thought we could read and find examples of teachers teaching the strategies, after 2000 hours we gave up as we found NONE. This is something that needs redressing – but the generic teaching is usually done by a teacher which is not reinforced, used or welcomed by other teachers. How to make this teaching an integral part of regular teaching – a lot of work is needed here” (John Hattie, personal communication, January 26, 2019).
