In my essay I wrote that you are suggesting that there should be more 'expert' teachers, (let's say in the West, in state education) because 'most' teachers are not 'expert' teachers. Is this your position?

Yes, here in Oz [Australia], the national standards have four levels: Graduate, Proficient [P], Highly Accomplished [HA] and Lead teachers [LT] – it is a tough bar to move from Proficient to HA – and HA and Lead are our more expert. Indeed, this past weekend we sponsored a two-day conference of HA and LT = HALTS [Highly Accomplished and Lead Teachers] and pretty stunning to be in the room with 500 of them – wow, impressive” (John Hattie, personal communication, March 13, 2018).
